HER STORY
BARBARA GAINES' FEDERAL CAREER
Barbara Gaines spent more than 35+ years serving the federal government, developing a career centered on public service, government operations, policy, contracting, and advising organizations and small businesses. The City of Groveland describes her federal work as including policy development, subcontracting, and advising small businesses.
Vote to Re-elect me, Barbara Gaines, on Tuesday November 3rd as your City Council District 3 Candidate.
Barbara Gaines
HER CAREER IS PARTICULARLY COMPELLING BECAUSE IT EXPOSED HER TO SEVERAL DIFFERENT SIDES OF FEDERAL GOVERNMENT:
Department of Defense / Defense Contract Management Agency (DCMA)
Barbara's career included work supporting the Department of Defense and Americans serving in combat. Her professional record also shows recognition from the Defense Contract Management Agency, including a Sustained Superior Performance Award in 2001.

Small Business & Federal Contracting
One of the strongest aspects of her federal background is her experience working with small businesses and federal subcontracting. Barbara has described her work as helping Americans pursue their small-business dreams through the Department of the Interior. The City likewise identifies policy development, subcontracting and small-business advising as core parts of her federal experience.
Department of the Interior / Bureau of Land Management
She subsequently worked within the Department of the Interior, including the Bureau of Land Management, where her work connected government operations with the management of public resources and communities affected by federal activities. Her professional profile shows Bureau of Land Management performance awards in 2004 and 2005.
Government Policy, Protocol & Procedures
Her professional experience also gave her extensive exposure to government procedures, professional protocol, organizational relationships and policy implementation. Her current professional profile specifically connects her government background to her subsequent work in professional-development and etiquette consulting.

35 YEARS OF FEDERAL SERVICE
A CAREER BUILT AROUND SERVING PEOPLE, SOLVING PROBLEMS AND NAVIGATING GOVERNMENT.
Before Barbara Gaines ever sat on the Groveland City Council, she spent more than three decades serving the American people through the federal government.
Her career took her from supporting the nation's defense mission to working with the Department of the Interior and Bureau of Land Management, where she developed expertise in government policy, contracting, subcontracting and small-business advising.

Along the way, Barbara was recognized for superior performance and professional excellence, earning performance awards from both the Defense Contract Management Agency and the Department of the Interior.

POLICY & GOVERNMENT
Government & Policy Expertise
More than three decades of experience navigating complex government systems, policies, regulations, and interagency processes—bringing an informed understanding of how decisions are developed, implemented, and translated into results for communities.
SMALL BUSINESS & ENTREPRENEURSHIP
Groveland's Economic Future Starts With Its Entrepreneurs.
Barbara believes economic development should be measured not only by the companies we attract, but by the opportunities we create for the people already here.

With decades of experience working within government systems and advising small businesses, Barbara understands both sides of the equation: what the government needs to accomplish and what entrepreneurs need from the government.

Her goal is to help create an environment where entrepreneurs can navigate government more effectively, access opportunities, build relationships, create jobs, and invest in the future of Groveland.

Because a thriving local economy isn't built from the outside in. It's built from the community up.
COMMUNITY BUILDER
Barbara's leadership is rooted in collaboration
Throughout her federal and local government career, she has worked across organizational boundaries, built relationships with diverse stakeholders, and connected people and institutions around shared objectives.

Her approach recognizes that effective local government is rarely accomplished in isolation. Progress requires relationships—with residents, businesses, nonprofit organizations, county and regional agencies, educational institutions, community leaders, and fellow elected officials.
Her experience has helped her develop the ability to:
-
Build relationships across government and community organizations
-
Bring stakeholders with different interests to the same table
-
Listen to concerns and identify common ground
-
Develop collaborative solutions rather than working in silos
-
Connect local priorities with county, regional, state, and federal resources
-
Create relationships that can lead to economic, infrastructure, educational, and community opportunities
-
Maintain relationships beyond a single project or political issue
